They are marketing the property with photos, addresses, and even disclose they don’t own the property but have an accepted sales offer on the property. In some cases I don’t think the wholesaler even has anything to sell but is simply trying to build up a contact list for potential buyers. I’ve inquired on properties within hours of it being posted, but then to have the wholesaler say the property was just sold. Those terms are used interchangeably in some parts of the country.
